Manila, Sept. 22 -- The City Planning, Development and Sustainability Office (CPDSO) has recommended land banking to help address gaps in evacuation areas, emergency access and other livability concerns in Baguio.

CPDSO head Donna Tabangin, in a report, said the city should consider acquiring and reserving land for evacuation and public safety facilities, particularly in areas with limited open spaces.

The recommendation followed the city's livability index assessment, which identified limited road access and inadequate emergency response and evacuation facilities as key concerns.

"Some communities are accessible only through narrow pathways, stairways, or alleys that cannot accommodate emergency vehicles," Tabangin said.
