Army: Threats still present but Baybay residents able to keep peace
Manila, Sept. 10 -- The Philippine Army on Thursday clarified that Baybay City's declaration as being under a Stable Internal Peace and Security Condition (SIPSC) does not mean the area is completely free from security threats after the recent clash in a remote community where a ranking rebel leader was killed.
The Army's 8th Infantry Division (8ID) clarified in a statement that Baybay's SIPSC status reflects the community's ability to maintain peace despite attempts of the New People's Army to regain influence.
