Manila, Aug. 20 -- Malacanang once again ordered the implementation of appropriate alternative work arrangements in government offices and alternative learning modes in public and private schools in Metro Manila and 17 provinces on Thursday amid continued heavy rains from the southwest monsoon ("habagat").

Executive Secretary Ralph Recto signed Memorandum Circular No. 131 on Wednesday following the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), citing the threat of localized flooding and travel hazards due to persistent rains.
