LEGAZPI CITY, July 20 -- Albay Governor Noel Rosal on Monday said he expects President Ferdinand R. Marcos Jr. to use his upcoming State of the Nation Address (SONA) to explain the administration's ongoing reforms and the challenges involved in addressing long-standing problems.

Rosal said the President should be given time to implement changes, noting that correcting past mistakes is not easy.

"First of all, I would like to thank the President. He was the one who exposed the activities in the flood control projects. We should also give them time to investigate," Rosal said.

He said he believes that the SONA on July 27 will provide an opportunity for the President to explain the government's efforts toward achieving meaningful change....
