Punjab, Sept. 26 -- S Jaishankar told the UN General Assembly that the organisation is "in a state of crisis" and gridlocked, partly by resistance to its own reform. His prescription was "reformed multilateralism" - not, as he framed it, choosing camps.
The argument on reform
"It is imperative that we see through the cynicism and purposefully address the reform agenda," he said, calling for more participatory deliberation and transparent decision-making.
India has made a version of this speech for two decades, and the structural obstacle has not moved: expanding the Security Council requires agreement from the members whose influence expansion would dilute.
