Bhubaneswar, Sept. 5 -- Orissa High Court strongly criticised Cuttack collector Dattatraya Bhausaheb Shinde for seeking to replace a committee constituted by the court to address the city's worsening traffic congestion. The two-judge bench of Justice KR Mohapatra and Justice V Narasingh termed the move 'presumptuous' and said it crossed the "Laxman Rekha" of propriety.

According to a report by The New Indian Express, the bench rejected the collector's application seeking modification of its August 13 order. It observed that the plea appeared to treat the court's decision as one that could be reviewed or modified by an administrative authority.
