Bhubaneswar, April 21 -- In a major crackdown on economic offences, the Directorate General of GST Intelligence (DGGI), Ahmedabad Zonal Unit, has arrested Kapil Chugh, the alleged mastermind behind what is being termed the biggest GST refund fraud of around Rs 1,825 crore.He was apprehended on April 19, 2026, at Indira Gandhi International (IGI) Airport in Delhi upon his arrival from Dubai, after evading investigation despite 22 summons issued by authorities.

 According to officials, Chugh, along with his associate Vipin Sharma, operated a highly organised network of dummy firms created using borrowed KYC documents, with no real business activity, infrastructure or manpower.
