Guwahati: Panic and uncertainty have gripped labourers from Assam travelling to Arunachal Pradesh for work following the recent enforcement of stricter Inner Line Permit (ILP) regulations in the neighbouring state and the ongoing "ST Bachao Andolan" protests against the new rules.
