India, Oct. 19 -- The International Rescue Committee issued a press release dated October 15, 2026, in Kyiv, Ukraine, reporting that Ukraine is heading into winter after the deadliest months since the full-scale war began, as attacks on civilian infrastructure and populated areas widen and humanitarian assistance shrinks.
Escalating attacks and displacement
The International Rescue Committee said intensified attacks are triggering compounded crises, generating displacement, loss and chronic distress. It reported that attacks have widened far beyond the front line and that over 90% of people surveyed fear missile and drone strikes.
