Surveillance on the High Seas The vessel departed from Jaramijo on January 13, 2026, and entered international waters two days later. Captain Juan Carlos Valencia reported being under constant surveillance by drones and aircraft bearing United States markings starting on the fourth day of the voyage. On January 18, a maritime patrol vessel allegedly approached within one kilometer of the boat as monitoring intensified.
