New Delhi, June 18 -- Uttarakhand Chief Minister Pushkar Singh Dhami on Wednesday said a strong and motivated employee system was the foundation of good governance while administering the oath of office and secrecy to the newly elected executive committee of the Uttarakhand Secretariat Association.
