New Delhi, Sept. 17 -- The Congress party on Thursday alleged that the Uttarakhand government abandoned a public sector thermal power project and subsequently modified 84 tender conditions to facilitate a Power Purchase Agreement worth an estimated Rs 1.6 lakh crore with Adani Power over 25 years.
In a statement, Congress communications department head Pawan Khera claimed the state's thermal project, originally conceived as a joint venture between Uttarakhand Jal Vidyut Nigam Limited (UJVN) and THDC India Limited, was "killed" within months of Adani Power acquiring a distressed plant in Chhattisgarh in August 2024.
The Congress alleged that when Uttarakhand Power Corporation Limited (UPCL) floated a tender for 1,320 MW capacity in February 2025, the same month Adani filed environmental clearance for its Korba expansion, the rulebook was systematically rewritten. "Mandates requiring the entire capacity from a single bidder, allowing pan-India plant location instead of Uttarakhand, and shifting transmission costs to the public exchequer stripped out genuine competitors," Khera stated.
The party claimed the fixed-charge ceiling in the tariff was raised from 70 per cent to 75 per cent, guaranteeing revenue regardless of actual consumption.
