New Delhi, Aug. 29 -- There are moments when nature seems to remind humanity who is really in charge. This week, along the Nepal-China border, one such moment arrived with terrifying force-an enormous mass of ice and rock broke loose in the Himalayas, sending a wall of water, mud and debris tearing through mountain valleys. Villages, roads, bridges, hydropower facilities and border infrastructure were swept away like twigs. Scores of lives have been lost and a large number of people are missing. Rescue operations have themselves been threatened by another lake formed behind the debris.

The precise sequence of geological events is still being investigated. But the larger warning is already familiar. The Himalayas are warming. Glaciers are retreating, permafrost is weakening and unstable ice-and-rock formations are becoming a growing hazard. Scientists have identified more than 200 high-risk glacial lakes across the Himalayan region alone, many of which could send mountain flood waves towards downstream communities within minutes.

After all, man has been pouring concrete and building in their path.

Nature Under Pressure

For decades, development has largely meant one thing: make the landscape accommodate us. We cut roads into mountains, build settlements beside rivers, dam waterways, construct hydropower projects in narrow valleys and clear forests to make room for farms, towns, tourism and industry. Much of this is necessary. Poor countries cannot be left frozen in time simply because their geography is difficult.

But there is a difference between developing nature and overpowering it. A mountain road can connect an isolated community to the world. A hydropower plant can provide electricity to millions. A bridge can completely transform a local economy. A new town can create jobs and opportunity. The problem begins when the cost of making these things possible is calculated only in money.

A road built across an unstable slope carries a geological cost. A settlement built on a floodplain has a hydrological cost. A forest replaced by concrete has a natural drainage cost. A river narrowed, embanked or obstructed has a cost that may not appear on any project balance sheet until the water arrives. And when water does arrive, the bill comes due all at once.

Climate Multiplier

Climate change makes this calculation more difficult. A warmer atmosphere can hold more moisture, increasing the potential for extreme rainfall. Warmer temperatures are also transforming the high mountains that regulate water across much of Asia. Glaciers are shrinking, frozen ground is weakening and lakes are forming or expanding behind unstable natural barriers.

This does not mean that every flood can be blamed on climate change. Weather remains complicated and individual disasters have multiple causes. But the baseline is changing. Research into Nepal's extreme rainfall has found that a warmer world can make intense rainfall more likely and more severe. A study of the devastating September 2024 rainfall in central Nepal found that-in a world about 1.3degC warmer than the pre-industrial period-the intensity of the rainfall was approximately 10 per cent higher and its probability 70 per cent greater.

That matters because infrastructure is designed using assumptions about the future based largely on the past. The past, unfortunately, is becoming a poor guide to the future.

We Build, Then Blame

There is an uncomfortable habit in the way we discuss disasters. When a river floods a city, we blame the rain. When a hill collapses onto a road, we blame the landslide. When a glacier releases a wall of water, we blame nature. Yes, sometimes nature is indeed overwhelmingly powerful. No engineering project can guarantee safety against every extreme event.

But disasters are often created by the combination of a natural hazard and human vulnerability. That distinction matters. A flood becomes a catastrophe when people, homes and infrastructure occupy places where floodwater must go. A landslide becomes a tragedy when roads and settlements are placed beneath unstable slopes. A glacial outburst becomes devastating when there is little warning and communities have nowhere to evacuate.

The recent Nepal disaster is a particularly stark example. Scientists say people downstream may have only minutes between detection and the arrival of a flood wave. Early-warning systems using satellites, sensors and cameras exist, but coverage remains inadequate and cross-border data-sharing is still insufficient.

Ironically, technology gives us some of the tools to protect ourselves from the consequences of technological and economic expansion. We simply need to use them.

Knowing Our Limits

The answer is not to stop building. India, Nepal and China need roads, electricity, housing, industry and connectivity. Millions of people need better livelihoods. Development is not the enemy. The simple question is whether development can become more intelligent.

That means mapping geological and flood risks before construction, rather than after disaster strikes. It means reconsidering settlements in vulnerable valleys. It means treating forests, wetlands and floodplains as infrastructure rather than vacant land. It means designing bridges, roads, dams and power plants for a climate that is changing, rather than one that existed decades ago. It also means something less tangible but equally important: humility.

We have become extraordinarily good at altering landscapes. We tunnel through mountains, divert rivers, build cities in deserts and construct roads at altitudes where earlier generations could barely survive. But engineering ability is not the same thing as control.

The Himalayas are reminding us of that. And the lesson extends beyond Nepal. Across South Asia, erratic rainfall, floods, landslides, heatwaves and glacial hazards are colliding with rapid urbanisation and infrastructure expansion. India is already seeing heavy-rain alerts across numerous states, while downstream areas remain watchful as Nepal's floodwaters move through shared river systems.

We cannot negotiate with a river. We cannot instruct a glacier where to break. We cannot order a mountain to remain still. But we can decide where we build, how we build, what we remove from nature and what we leave intact. We can invest in early warnings, resilient infrastructure and scientific monitoring. And we can stop treating every environmental safeguard as an obstacle to growth.

Perhaps that is the real price of playing God. Not that nature will punish us. Nature does not have to. It simply keeps behaving according to its own rules. The choice before us is whether we will finally learn to build within them.
