India, July 20 -- Delhi Legislative Assembly Speaker Vijender Gupta has been nominated as a member of a high-level committee constituted by the All India Presiding Officers' Conference (AIPOC) to develop a National Legislative Index, an initiative aimed at benchmarking the performance of legislative bodies across the country using objective parameters. The committee has been constituted following the adoption of Resolution No. 6 during the 86th All India Presiding Officers' Conference, held in Lucknow, Uttar Pradesh, from January 19 to 21, 2026, under the chairmanship of the Speaker of the Lok Sabha.
According to an official communication issued by Sreekanth S., Director, Parliament House Annexe, New Delhi, the Lok Sabha Speaker, who is also the Chairperson of AIPOC, has approved the constitution of the committee to create the National Legislative Index. The initiative seeks to benchmark the functioning of legislatures across the country "on the basis of objective parameters, with a view to fostering a conducive environment for healthy competition for serving the public interest with greater accountability." Rajya Sabha Deputy Chairman Harivansh has been appointed as the chairperson of the committee. Apart from Gupta, the panel comprises Speakers of the legislative assemblies of Uttar Pradesh, Nagaland, Odisha, Bihar, Madhya Pradesh, Maharashtra, Telangana and Tamil Nadu. The committee includes Uttar Pradesh Speaker Satish Mahana, Nagaland Speaker Sharingain Longkumer, Odisha Speaker Surama Padhy, Bihar Speaker Prem Kumar, Madhya Pradesh Speaker Narendra Singh Tomar, Maharashtra Speaker Rahul Narwekar, Telangana Speaker Gaddam Prasad Kumar and Tamil Nadu Speaker J.C.D. Prabhakar.
