New Delhi, July 31 -- The Delhi government is working on a Family Card initiative that will create a single verified database for every household in the Capital, a move aimed at streamlining the implementation of welfare schemes and improving beneficiary verification. The proposal is part of the government's broader governance roadmap and is expected to become the primary identity document for families seeking benefits under various state schemes.
According to officials, the Family Card will contain details of every member of a household, including basic personal information, vaccination records and other essential data. By consolidating information on a single platform, the government intends to minimise duplication, simplify eligibility checks and ensure faster delivery of welfare benefits.
The card is expected to play a crucial role in implementing the recently approved Delhi Lakshmi Yojana, under which eligible women will receive Rs 2,500 per month. Since one of the eligibility conditions disqualifies women with more than three living children, officials said the Family Card would help verify family composition before benefits are released.
It is also likely to be integrated with the Delhi Lakhpati Bitiya Yojana, which has replaced the earlier Ladli Scheme. The programme provides financial support for up to two girls in a family through phased deposits of Rs.56,000, which grow to over Rs.1 lakh, along with accrued interest, by the time the beneficiary completes graduation.
Additionally, speaking about her government's performance and future priorities, Chief Minister Rekha Gupta said the administration had spent its first year addressing issues inherited from the previous government.
"We worked on the challenges we got from the previous government. The work that the previous government did in five years, we have done in only one and a quarter years," she said, adding that her Cabinet had held 36 meetings and taken 175 decisions so far.
Officials said the Family Card is envisioned as a common platform that can be linked to multiple welfare programmes in the future, reducing paperwork and enabling departments to access verified household data through a unified system.
Separately, the Delhi government is preparing to introduce the Delhi Land Records Bill, 2026, which proposes a comprehensive digital database of all properties in the Capital. The legislation will pave the way for assigning a unique Property Aadhaar Card to every property after a citywide survey of both rural and urban areas.
The move builds on the implementation of the Centre's SVAMITVA scheme in 30 rural villages, where digital property cards have already been prepared. The government expects the expanded system to create authenticated ownership records and help
reduce property-related disputes across Delhi.
