India, July 22 -- Thousands of residents living in Delhi's Lal Dora villages are set to receive a long-awaited legal and digital identity for their properties, as the Delhi government accelerates the implementation of the SVAMITVA Scheme. The initiative aims to replace decades of unclear and fragmented property records with authenticated digital records and QR-enabled Smart PVC Property Cards, a move the government says will bring transparency, reduce disputes and simplify property-related services. Chairing a review meeting of the Revenue Department on Tuesday, Chief Minister Rekha Gupta assessed the progress of the Survey of Villages and Mapping with Improvised Technology in Village Areas (SVAMITVA) Scheme, under which drone-based surveys, digital mapping and property verification are being carried out in Lal Dora and Abadi villages.
Highlighting the need for the initiative, Gupta said, "For years, the absence of systematic and authenticated property records in Lal Dora areas had caused numerous difficulties for residents." She added that the government was now using technology to ensure every property has a clear and secure identity. "Technology-driven governance will ensure transparent services for every citizen," she said. According to the government, 48 villages have been brought under the scheme through an agreement with the Survey of India. Surveys have been completed in 30 villages, where final Property Cards are ready. Of the 12,232 properties surveyed so far, 8,423, around 69 per cent, are dispute-free and have become eligible for the issuance of Smart Property Cards. The government said all surveyed properties in the South and North West districts are free from disputes, while efforts are underway to resolve pending issues in other districts. The scheme follows a seven-stage process beginning with demarcation of Lal Dora boundaries and drone surveys by the Survey of India. Revenue officials then verify the maps on the ground before assigning each property a unique Property Identification Number (PID). The records will eventually be integrated with the Delhi Online Registration Information System (DORIS) for real-time updates. The Smart PVC Property Cards will carry ownership details, a unique property ID and a QR code linking to digital property records. Gupta said the initiative would create a transparent digital property management system and simplify property-related services.
