New Delhi, Oct. 21 -- The New Delhi Municipal Council (NDMC) has intensified consultations with resident welfare associations, traders and market bodies on its proposed Property Tax Bye-Laws, 2026, with October 23 set as the deadline for submitting objections and suggestions.
The draft bye-laws, published on September 24 in Hindi and English newspapers and uploaded on the NDMC website, propose introducing the Unit Area Method (UAM) to make property tax assessment more transparent, uniform and citizen-friendly.
The council has held consultations with several resident welfare associations, including those in Golf Links, Hanuman Road and Babar Road Colony, as well as the Khan Market Welfare Association. Trade bodies, including the New Delhi Traders Association and associations representing Khan Market and Bengali Market, have also been approached. Discussions have focused on property age, plot size, covered area, occupancy status and the classification of residential and commercial properties. Stakeholders have also raised concerns regarding rebates, depreciation for older buildings and the impact of different valuation factors on tax liabilities.
The proposed framework also aims to strengthen online self-assessment, simplify tax calculations and improve digital payment facilities to reduce disputes between taxpayers and the administration.
An NDMC tax department official said wider public participation was essential to developing a fair and accessible taxation system. The council said it would examine the objections and suggestions received before proceeding with the statutory process for finalising the bye-laws. Matters concerning valuation methodology may also be referred to the Municipal Valuation Committee, wherever
applicable.
