India, Aug. 20 -- The proposed Master Plan for Delhi-2047 seeks to ease chronic parking shortages in the city's shop-cum-residence markets by allowing an additional 5 per cent ground coverage within scheme areas for the development of public parking facilities. The provision forms part of the draft regulations for shop plots and shop-cum-residence plots, later designated as Community Centres (CC), Local Shopping Centres (LSC) and Convenience Shopping Centres (CSC). Besides permitting commercial activities allowed in Local Shopping Centres, the draft also makes parking a key requirement for redevelopment. To facilitate this, the Master Plan, allows 5 per cent additional ground coverage exclusively for creating public parking infrastructure. The draft further states that if adequate parking cannot be provided in the vicinity, local bodies may declare such markets as pedestrian shopping streets or areas, while public transport agencies will be required to ensure last-mile connectivity. To address congestion, the plan also places responsibility on traders' associations. In consultation with local bodies, they will have to prepare Improvement Plans covering traffic and parking management, fire safety, civic amenities, financing and implementation. These plans will require approval from the concerned local authority.
