Chandigarh, Aug. 31 -- Haryana Chief Minister Nayab Singh Saini on Monday said the Haryana Kaushal Rozgar Nigam (HKRN) had eliminated contractors and middlemen from the state's contractual employment system, replacing it with a transparent and employee-oriented mechanism.
Speaking in the Vidhan Sabha during a discussion on a Calling Attention Motion on HKRN, Saini said the earlier contractor-driven system had led to wage deductions, exploitation and uncertainty among young employees.
He said HKRN was not a replacement for regular government recruitment but an interim arrangement to ensure essential services continued while regular appointments were undertaken through the Haryana Staff Selection Commission and Haryana Public Service Commission.
Leader of Opposition Bhupinder Singh Hooda, however, demanded regularisation of HKRN employees and said future government recruitment should be made only through regular appointments. Congress members alleged that contractual hiring through HKRN was increasingly bypassing constitutional recruitment bodies. Saini rejected the criticism, saying the opposition had developed an "HKRN phobia". He maintained that temporary employment had existed in Haryana for decades and did not begin with the creation of HKRN.
Saini said HKRN had brought contractual employment under a framework based on merit, rules and social security.
