India, July 29 -- The Haryana government on Tuesday unveiled the Progressive MSME & Export Promotion Policy 2026, one of the state's most ambitious frameworks for strengthening micro, small and medium enterprises and expanding exports. The policy places more than 14 lakh MSMEs at the centre of Haryana's growth strategy and introduces 60 initiatives across finance, infrastructure, technology, exports, sustainability and skills. It targets over Rs 55,000 crore in manufacturing investment, creation of more than five lakh jobs and doubling of the state's exports over the next five years. The policy aligns with commitments under the Sankalp Patra, announcements in the State Budget 2026-27, Haryana Vision 2047 and the Centre's Raising and Accelerating MSME Performance (RAMP) programme.
Support has been extended to traditional and high-growth sectors, including automotive and auto components, electric vehicles, aerospace and defence, engineering, pharmaceuticals, medical devices, electronics, textiles, renewable energy, green industries and agri-based and food-processing sectors. The Haryana Agri-Business and Food Processing Policy 2026 will complement the MSME framework. Under the Haryana Udyam Vikas Mission, MSMEs and exporters in identified thrust sectors will be eligible for capital investment subsidies under a dedicated state-wide programme. The policy also provides interest subsidies, stamp duty reimbursement, employment generation support, insurance assistance and incentives for testing, automation, artificial intelligence and research and development.
To improve access to finance, the government proposes a State Venture Capital Fund and a Sectoral Credit Guarantee Fund to facilitate institutional and collateral-free lending. The policy also seeks to reduce business costs by expanding cluster-based industrial infrastructure. Existing Cluster Plug & Play and Common Facility Centre schemes will be scaled up to provide MSMEs access to shared machinery, testing, design and other facilities at affordable costs. A comprehensive export promotion framework will support enterprises with international quality certifications, export credit, insurance, freight assistance, e-commerce registration and participation in global trade fairs. The Mukhya Mantri Pratham Niryatak Protsahan Yojana will specifically support first-time exporters.
The Haryana Niryat Centre will serve as a one-stop facility for export documentation, regulatory compliance, certification, logistics, market intelligence and buyer connections. The Udaan Dwaar platform will facilitate export matchmaking, international joint ventures, technology partnerships and investor engagement. The policy also promotes green manufacturing through support for energy efficiency, renewable energy, cleaner production, circular economy practices, Effluent Treatment Plants and Zero Liquid Discharge systems. A dedicated Green Investment Fund will support sustainable manufacturing and green innovation.
