Jodhpur, April 20 -- A massive fire broke out on Monday afternoon at the HPCL Rajasthan Refinery Limited (HRRL) in Barmer, a day ahead of its scheduled inauguration by Prime Minister Narendra Modi. The Ministry of Petroleum and Natural Gas later confirmed the incident, following which the April 21 dedication ceremony was postponed.

Terming the incident "unfortunate", the ministry said the fire broke out at the crude distillation unit. It added in a statement that a revised date for the inauguration will be announced later.

The ministry further said the blaze has since been brought under control and that no casualties have been reported. However, an investigation has been ordered to determine the cause of the blaze and recommend remedial measures. The project, by Hindustan Petroleum Corporation Limited, represents one of the most important energy and industrial developments in the country. The refinery, commonly called the Pachpadra refinery, has the potential to produce 9 million tonnes of petroleum annually, and this will be a complete refinery-petrochemical complex. The refinery will manufacture BS-VI grade petroleum products such as petrol and diesel, as well as petrochemicals used in the plastic industry.

With a cost of investment exceeding Rs. 70,000 crore, this would be one of the biggest projects in Rajasthan and will have a huge potential to make the arid region of Barmer one of the industrial giants of India.

Further, the relevance of the project is enhanced by the current political instability in West Asia, a strategically important region in terms of global oil supplies. Any disruption to shipping lanes or instability in the crude oil market, which was evidenced recently in the Strait of Hormuz, highlights the importance of establishing local refining facilities.

Against this context, the Barmer Refinery helps in securing energy resources for the northwestern regions of the country. Thus, the project adds to the energy security of India, to an extent, by providing a more consistent fuel supply. Furthermore, it supports the ongoing trend of self-reliance of the country in various key industries, in light of high demand for petrochemical products in India.

As far as the company HPCL is concerned, the project will enhance its overall refining capacity and help the company stand out amongst other top players in India's oil sector. Nationally, the project is expected to serve as a hub for the petrochemical and industrial complex in western India.
