India, July 15 -- The Department of Personnel and Training (DoPT) has rejected the representation of the Central Secretariat Club (CSC) in the wake of the three-member Representation Evaluation Committee's (REC) detailed findings. The dopt reiterated its Office Memorandum dated February 24, 2026, revoking the recognition of the club on grounds of repeated violations of the terms and conditions of recognition granted in 2005, allegations of "unlawful acts," and lack of a "legally constituted managing committee" since July 14, 2025. The decision comes after the Directorate of Estates on March 10, 2026, withdrew the allocation of govt land hosted by the club. However, the court on April 2, directed DoPT to consider the club's representation before taking any final decision. Consequently, the department had constituted a three-member Representation Evaluation Committee on April 23, to look into the matters of the club and submit its report. The REC went through a 43-page document besides going through more than 300 pages of documents before penning down its findings. It concluded that the club had failed "to meet its primary mandate of catering to the needs of the members of the Central government in Delhi-NCR who are largely resident in this region." The report states that the club witnessed 'minimal participation' from the government employees despite possessing a large pool of eligible members in the Delhi-NCR region. Further, it was revealed that the office-bearers and committee members of the club had accommodated "unlawful occupants" on the government property under the ownership of the club.
