India, Aug. 18 -- The Delhi government on Monday notified a new Standard Operating Procedure (SOP) for issuing, renewing and inspecting cinematograph licences, replacing the decades-old multi-NOC system with a single-window, time-bound mechanism to simplify licensing for cinema halls and multiplexes. Under the new system, separate no-objection certificates from departments such as Delhi Police, Fire Department, MCD, Delhi Jal Board, Health Department and power utilities have been scrapped. Instead, a District Inspection Committee (DIC) will conduct a joint inspection and upload an integrated, e-signed and geo-tagged verification report on the e-District portal. The final decision will be taken by the District Licensing Committee (DLC) headed by the Deputy Commissioner (Revenue)/District Magistrate. The SOP sets timelines of seven days for scrutiny, 45 days for inspection and 30 days for licensing, with automatic approval if compliant applications face delays.
