New Delhi, Sept. 1 -- The Delhi government has directed all bus operators, including those from other states, to strictly comply with passenger safety and operational norms, with violations inviting action under law.
Transport Minister Dr Pankaj Kumar Singh said, "Passenger safety is non-negotiable," stressing that safety systems must remain functional.
Operators have been directed to ensure working Vehicle Location Tracking Devices (VLTDs), panic buttons, fire extinguishers and first-aid kits. Buses must be parked only at authorised, secure and adequately lit locations.
Curtains and unauthorised window films are prohibited. Drivers must possess valid licences, uniforms and PSV badges, while conductors must have valid licences and badges. Staff verification is mandatory, and driving under the influence of alcohol or intoxicants is prohibited.
Crews must behave courteously and assist persons with disabilities. In cases of harassment or other offences against women, crews must immediately inform police and take the bus to the nearest police facility. Buses must meet fitness, PUC, emission and traffic norms. Violations could invite penalties, impounding or permit cancellation.
