
Bareilly, May 12 -- A 74-year-old Bareilly resident has filed a formal complaint seeking registration of an FIR against Al Hind Hospital and its managing director, alleging criminal negligence and illegal construction after a portion of the hospital structure allegedly collapsed onto his residence on Monday morning.
In the complaint addressed to local authorities, Munnoo Singh Parmar claimed that between 10 am and 11:30 am, the structural walls of the hospital, located behind his house near University Road Bypass, collapsed suddenly, causing severe damage to his property.
"The impact was devastating, resulting in the complete destruction of my house's roof, walls and veranda," Parmar said in the complaint. He alleged that the sound of the collapse created panic in the neighbourhood and left his family traumatised.
According to the complaint, Parmar's 72-year-old wife Gita Singh and his 13-year-old grandson Abhiraj were inside the house at the time of the incident. "It is only by the grace of God that they were not physically crushed, which would have resulted in certain fatalities," he stated.
Parmar further alleged that the hospital was operating in violation of government norms and lacked mandatory safety clearances. He claimed the hospital had failed to conduct a structural audit and did not possess a valid fire safety audit or No Objection Certificate (NOC).
He also questioned the legality of the construction, alleging that the hospital lacked necessary approvals from the Bareilly Development Authority and may not possess a valid medical operation licence.
Calling it a case of "criminal negligence and mischief," Parmar demanded strict legal action against the hospital management under relevant provisions of the Bharatiya Nyaya Sanhita related to negligence, endangering human life and property damage.
Authorities are yet to issue an official statement regarding the allegations or confirm whether an FIR has been registered in the matter.
