Chandigarh, July 21 -- The Haryana government has proposed the Haryana Right to Business Bill, 2026, aimed at simplifying business establishment for eligible manufacturing micro, small and medium enterprises (MSMEs) through self-certification, faster approvals and reduced regulatory compliance.

Under the proposed legislation, eligible manufacturing MSMEs will receive an In-Principle Approval Certificate based on self-declaration and will be exempt from routine government inspections during the first three years of operations.

Two-Tier Approval System Proposed

The Bill proposes a two-tier approval mechanism to expedite clearances through a single-window system, reported The Indian Express.
