Srinagar, April 4 -- The Jammu and Kashmir Assembly witnessed noisy scenes on Saturday following a sharp exchange between National Conference minister Sakina Masood Itoo and Peoples Democratic Party (PDP) MLA Waheed-ur-Rehman Parra. The confrontation began after Itoo blamed the PDP for the current political and administrative situation in the Union Territory, drawing strong objections from the opposition benches.
