The plan to restructure Industrial Training Institutes under a new skilling framework is not about cosmetic changes but about creating institutions that respond directly to the labour market. For decades, vocational centres have produced graduates without a clear bridge to industry. New model seeks to correct that disconnect by embedding industry participation into governance, course design and placement pathways. The hub-and-spoke structure, with central institutes serving as technology and resource anchors, is designed to spread advanced training across clusters.
