Yet its real significance lies in whether it can move beyond ceremonial events and become a genuine exercise in accountability. The decision to anchor activities in Gram Sabhas across panchayats is an attempt to shift reform from policy intent to reality. These forums will allow communities to evaluate outcomes, identify priorities, and demand accountability.
