Srinagar, Aug. 19 -- The announcement of a disaster recovery and reconstruction package worth over Rs1,579 crore for Jammu and Kashmir must be seen against the backdrop of repeated calamities that have exposed the fragility of public infrastructure and the inadequacy of response systems. Floods, landslides, and cloudbursts have become recurring events, each leaving behind damaged homes, broken roads, and disrupted livelihoods. The sanctioned funds, drawn from national disaster response mechanisms, are not simply about repairing what was lost; they represent an opportunity to embed spirit into the region's development framework.
