
Mumbai, Aug. 26 -- The partnership will attract anchor investors, technology partners and industrial participants via joint international roadshows.
Avaada Group and the Government of Haryana have signed an MoU to develop a 300-acre zero-CBAM green industrial campus in Hisar district. The proposed investment of Rs.100 billion is expected to generate over 5,000 jobs.
The campus is envisioned as a next-generation green industrial ecosystem, powered by reliable, traceable and round-the-clock renewable energy. It is designed to support industries seeking to decarbonise operations, strengthen energy security and prepare for evolving global carbon and sustainability requirements, including the EU's Carbon Border Adjustment Mechanism (CBAM).

The project also aligns with Haryana's focus on attracting investments, strengthening industrial infrastructure and creating new employment opportunities. The agreement is part of more than Rs.660 billion MoUs inked by the state at the 'Happening Haryana 2.0' international outreach campaign in Mumbai earlier in the week. Speaking on the occasion, Chief Minister Nayab Singh Saini assured investors, "Haryana will develop new growth nodes by integrating district-specific clusters with land, skills and connectivity. The state offers five guarantees to investors: policy stability, timely decisions and approvals, active project support, industry-specific skills and connectivity, and linking investment with local employment, MSMEs, innovation, and regional development."
Under the MoU, the Government of Haryana, through its industrial development and investment facilitation agency, Haryana Enterprises Promotion Centre (HEPC), will enable the campus's development as a state-supported green industrial, zero-CBAM park. This includes support for industrial-park status, customised incentives, common infrastructure, connectivity and utilities, and expediting statutory approvals through the state's single-window mechanism.
Advancing Low-Carbon Industry
The campus seeks to integrate renewable energy, industrial infrastructure and green manufacturing. By providing access to reliable and traceable renewable power, it will enable industries to reduce carbon intensity and meet rising demand for low-carbon products and supply chains in global markets.

The MoU establishes a framework for cooperation between Avaada Group and HEPC for investment facilitation and ease of doing business in Haryana. HEPC will serve as the key interface for coordinating with relevant state authorities and facilitating project implementation.
The partnership will also focus on attracting anchor investors, technology partners and industrial participants. Avaada and the Haryana Government plan joint international investment roadshows across key markets, including Germany, France, Italy, the Netherlands, Belgium, Japan and South Korea to showcase opportunities in the proposed ecosystem.
