Rajesh Kumar Singh, Secretary, Department of Defence, Ministry of Defence, graced the Foundation Day celebration of the Indian Cost Accounts Service (ICoAS), organised under the aegis of the Department of Expenditure, Ministry of Finance, as the Chief Guest, in New Delhi today.
