India, May 10 -- TVK chief C. Joseph Vijay began his first day as Chief Minister of Tamil Nadu with a series of headline-grabbing decisions, announcing free electricity, action against drugs, and enhanced measures for women's safety shortly after taking oath on Sunday.

Opening his first public address with the phrase "En Nenjil Kudiyirukkum" - Tamil for "who lives in my heart" - Vijay struck an emotional note often associated with the way he addresses his fans.
