India, Sept. 5 -- PURNEA: The Bihar state information commission (SIC) has imposed a fine of Rs.25,000 on Vasudev Roy, a former police inspector of Supaul and current deputy superintendent of police (DSP) at the Vigilance Investigation Bureau (VIB), for providing misleading information to an RTI applicant, officials said on Thursday. The Commission, led by state information commissioner Prakash Kumar, also directed the Bihar director general of police (DGP) to initiate departmental proceedings against Roy for his conduct as the then public information officer (PIO). The investigation was initiated based on the complaint lodged by a-40-year-old RTI activist Nikesh Kumar Jha alias Raghav, a resident of Bihar's Supaul. Jha said, "I got the copy of the SIC order today (Thursday) and it is delayed, but it has brought immense pleasure to me as I have been putting up a consistent fight since 2021 when I had sought the information regarding the details of the order of the superintendent of police (SP) in connection with a case." "When I was denied information, I approached SIC and after more than five years I got justice. It is a victory of a poor man as well as the RTI Act," he told HT . During the hearing, Kumar found that Roy deliberately refused to receive the letter of the activist seeking information under RTI Act. Roy has been found guilty of providing misleading and wrong information besides showing disrespect and disregard to the RTI Act under 20 (1) (Fine) and 20 (2) (department proceedings). "Since 2021, I have been waiting for justice, this is the first of its kind where a DSP-rank officer has not only been fined but will also face departmental proceedings. I hope this sends a stern message to all PIOs," he said....
