PATNA, June 11 -- Leader of the Opposition in Bihar assembly, Tejashwi Yadav, on Wednesday expressed serious concern over Bihar's financial health, claiming the state cabinet's decision to withdraw Rs.3,662 crore from the Bihar contingency fund (BCF) to disburse social security pensions for May, June and July was a mark of "severe financial crisis". Traditionally, the BCF is meant for unforeseen emergencies, natural calamities or sudden financial crises rather than routine expenditure. The RJD leader questioned why the government had to resort to using this fund for pension payments, suggesting it reflected a deeper fiscal crisis in the state. In a detailed statement, the former dy CM highlighted multiple signs of financial stress, including delays in salary and pension payments to state employees for past 4-5 months, pending contractor dues for over a year and the inability to initiate work on schemes approved in 2023-24. He also pointed to frequent power cuts across the state, non-disbursal of scholarships, stalling of Student Credit Card scheme and recent cabinet decision to discontinue Bihar State Crop Assistance Scheme. Yadav urged CM Samrat Choudhary to address the public on the state's financial situation instead of focusing on other issues. He further asked why such conditions had arisen despite the long presence of the 'double-engine' government in the state. Additional chief secretary (cabinet) Arvind Kumar Chaudhary on Monday said the state cabinet had approved release of Rs.3,662 crore from BCF for payment of social security pension, among 25 key proposals. Meanwhile, RJD spokesperson Ejaz Ahmed alleged that in Rishu Shree tender scam case, authorities were targeting minor players while shielding senior officials. He claimed although ED named several senior IAS officers in an affidavit submitted to Patna high court, no cases were registered against key officials, including two IAS officers who allegedly received kickbacks from Shree. He claimed these officers continued to hold their positions, raising questions about government's willingness to act against influential figures.
