Several detained as protesters clash with cops in Bihar march
PATNA, Aug. 23 -- Tension flared in the state capital on Saturday as hundreds of PhD holders, research scholars and guest faculty members marched towards Lok Bhavan demanding a transparent and fair recruitment process, and clashed with the police near R-Golumber. Several aspirants were detained after security personnel used mild force to disperse the crowd that tried to breach barricades.
The demonstration, organised under the banner of the All PhD Holders and Research Scholars Association of Bihar, began at Veer Kunwar Singh Azadi Park. Participants from across the state gathered with placards and posters listing their long-pending demands before marching towards the Governor's residence. The processionists also shouted slogans against the state government, expressing their frustration over delays in appointments and alleged irregularities in the recruitment process.
Police had put up barricades near Hadtalli Mor (also referred to as R-Golumber) to prevent the marchers from advancing further. Despite the cordon, protesters insisted on pressing ahead peacefully. A brief confrontation erupted when some attempted to push through the barriers. City SP (Central) Mamta Kalyani, who commanded the security personnel, said that they had to apply restrained force to handle the unruly crowd. "Several participants of the agitation had to be detained," she said.
Amid the standoff, the administration facilitated a meeting. A five-member delegation of protesters was taken to Lok Bhavan for discussions, where they raised concerns over inconsistencies in the appointment process and the uncertain future facing research scholars. The delegation urged the government to take concrete decisions without further delay.
Ashwin Bhargav, one of the protesters said they were overpowered by emotion when association state coordinator Kumud Patel, who has been on an indefinite hunger strike for 19 days, arrived at the protest site. His presence injected fresh energy into the gathering. Crowds welcomed him with loud slogans, expressing solidarity with his prolonged struggle.
"We have contributed years to higher education and research in Bihar. Treating our future as a mere administrative formality is unacceptable," Patel told supporters. "Until the government addresses our legitimate demands with sincerity, this fight will continue."
The protesters' key demands include strict adherence to UGC Regulations 2018 in the appointment of assistant professors, raising the maximum age limit for applicants to 55 years, regularisation of guest faculty and assistant professor positions, implementation of a domicile policy, a single-tier examination for BPSC TRE-4, and a level playing field for Hindi-medium candidates.
Association leaders made it clear that the agitation remains democratic and peaceful but warned of escalation if their concerns continue to be ignored. One group threatened to gherao the chief minister's official residence on August 25 if no meaningful dialogue is held by August 24. Separately, those seeking changes in the BPSC TRE-4 process have warned of a statewide bandh if their demands are not considered.
"Our struggle is for dignity, employment and a better future. We believe in the Constitution and democratic processes, but continuous neglect will force us to intensify this movement," said Monu Yadav, one of the prominent faces of the protest. Other leaders, including Nitesh Patel, Ajit Patel and Shweta Sharan, echoed the call for an urgent high-level meeting and a time-bound resolution, while also urging the government to intervene immediately given Patel's deteriorating health due to the ongoing hunger strike.
The association emphasised that Saturday's large turnout demonstrated the unity of Bihar's PhD holders and research scholars.
"The government must recognise the seriousness of this issue and act swiftly to resolve demands that have remained pending for years," the organisation stated in a release....
