Samrat govt shifts 11 IAS, 16 IPS officers in reshuffle
PATNA, May 11 -- The Samrat Choudhary-led government on Sunday carried out its first major bureaucratic reshuffle following the cabinet expansion, transferring as many as 27 senior officers, 11 from Indian Administrative Service (IAS) and 16 from Indian Police Service (IPS) cadres.
The general administration department (GAD) and home department notified the transfers of IAS and IPS officers respectively. Officials described the moves as a routine administrative exercise to provide fresh leadership in key departments and police formations.
Among the IAS officers, Anand Kishore (1996 batch) was relieved of his additional charge as additional chief secretary (ACS), finance, while continuing as chairman of the Bihar School Examination Board. HC Srinivas (1996), ACS, backward classes and extremely backward classes welfare department, has been moved to the social welfare department. Santosh Kumar Mall (1997), principal secretary, water resources department, has been shifted to disaster management department.
Lokesh Kumar Singh (2003), health secretary, has been transferred to the tourism department. Kumar Ravi (2005), secretary in the chief minister's secretariat, has been posted as the new secretary, health department with additional charge of the parliamentary affairs department. Ajay Yadav (2005), secretary, excise and prohibition department to the energy department as its new secretary, along with important additional charges in power utilities. Sanjay Kumar Singh (2007), secretary, commercial taxes, has been given the full fledged charge as secretary, finance department.
Pranav Kumar (2008) was shifted from the art & culture department to the building construction department as its new secretary. Manoj Kumar Singh (2009) has been sent to New Delhi as secretary (local administration) at Bihar Bhawan. Chandrashekhar Singh (2010), secretary to the CM has been shifted to water resources department as the new secretary. He will continue to hold additional charge of the information and public relations department (IPRD) and chairman of the Bihar Rajya Pul Nirman Nigam Limited (BRPNNL).
Rajnish Kumar Singh (2014), registrar, cooperative societies, has been asked to take over as the inspector general, prisons. He will however, continue to hold the additional responsibility in the cooperative department and in the Bihar Vikas Mission.
In the parallel IPS reshuffle issued by the home department, several senior police officers were repositioned across key operational and administrative roles. Paresh Saxena (1994 batch), who was additional director general of police-cum-additional DG (Anti-Terrorist Squad), continues in an upgraded role as director general of police-cum-additional DG, ATS, Bihar. Nirmal Kumar Azad (1994) has been shifted as additional DG, technical services and communication to director general (training).
Sudhanshu Kumar (1996), additional DG, State crime records bureau & modernisation (with additional charge of traffic) has been given charge of law & order. Amit Kumar Jain (1996) additional DG, prohibition, has been moved to the economic offices unit in the same capacity. Nayyer Hasnain Khan(1996), additional DG, EOU, has been asked to join the Bihar special armed police. Kamal Kishore Singh (1996), additional DG, budget, who was having additional charge of railways, has been made ADG( railways).
Ajitabh Kumar (1997), additional DG, provision, will join the state crime records bureau and modernisation, Sanjay Singh (1997), who was additional DG (training), has been moved to budget, appeal & welfare) with additional charge of security. Amit Lodha (1998), additional DG, state crime records bureau, has been transferred to the technical services & communication department. Amrit Raj (1998), additional DG, security, has been shifted to the cyber crime & security unit.
Kasee Suhita Anupam (1998), special secretary (special branch), has been posted as additional DG (weaker sections), crime investigation department (CID).
Vikash Vaibhav (2003), who was Advisor, Bihar state planning board, has been transferred as inspector general of police, Magadh Range, Gaya Ji. Kshatranil Singh (2005), IG, Magadh Range, Gaya Ji, has been shifted as special secretary (special branch), home department.
Other senior IPS officers including P.K. Kannan (2005), Ranjeet Kumar Mishra (2007) and Sanjay Kumar (2008) were also given fresh responsibilities in training, crime investigation, provisioning and special units.
The simultaneous overhaul of senior IAS and IPS officers is being viewed as a clear signal by the new government to recalibrate both the administrative and law enforcement machinery.
All transfers take immediate effect until further orders. More bureaucratic changes are expected in the coming weeks....
