RJD MP seeks probe on embankment breaches
PATNA, Oct. 5 -- Buxar MP Sudhakar Singh has written to chief minister Samrat Choudhary, demanding an independent and time-bound investigation into widespread embankment breach across several districts causing severe floods in Bihar and review of expenditure incurred on construction and maintenance of riverbanks and action taken against responsible officers and engineers.
"The repeated breach of embankments built to provide flood protection raises serious questions about the quality of their construction, maintenance, monitoring process and the accountability of the department concerned. This has made the flood situation grim in the state, affecting lakhs of people," he has written, urging the state government to seek special package in view of huge flood devastation.
Maintaining that It is the responsibility of the concerned department to ensure the safety of the embankments amid excessive rainfall and rising river levels, he has asked about the role of substandard construction, inadequate maintenance, technical errors and administrative negligence in the breach of the embankments.
"There was always a practice of ordering inquiry into embankment breakage incidents in the past to ensure transparency and fix accountability, but so far there is no such initiative on part of the state and the delay is baffling. Will the government investigate each broken embankment separately and make its report public?"he asked.
He has demanded a district-wise list of all dams and embankments broken in districts for technical and administrative examination by an independent high-level committee. "The inquiry panel should comprise experts who have no role in the relevant construction, maintenance or surveillance work. The investigation should also review the location, timing, reason, early warnings," he added....
