Patna suspends 817 driving licences, blacklists 35K vehicles for violations
PATNA, June 25 -- The transport department has suspended 817 driving licences, cancelled three others and blacklisted registration certificates of around 35,000 vehicles in Patna till May this year for repeated traffic violations and dangerous driving, officials said on Wednesday, adding that the objective was to curb repeat offences and enforce the Motor Vehicles Act more strictly.
The action was based on police recommendations and, in some cases, following court directions, said Patna district transport officer (DTO) Upendra Kumar Pal. "Most cases of driving licence cancellation relate to drunken driving, while suspensions are largely linked to dangerous driving, including rash driving and performing stunts on two-wheelers," he said.
The Patna DTO's office has also placed 35,000 vehicles on its "not-to-be-transacted" list, effectively blacklisting them from transport-related transactions and services. Of these, around 29,000 are motorcycles. Officials said the vehicles were tagged after their owners accumulated five or more unpaid traffic challans and repeatedly ignored notices to clear the dues.
As per transport data, nearly 16 lakh traffic challans are pending in Patna. Of these, 15.73 lakh were generated by the police and 25,089 by DTO office. Majority of police-generated challans were issued through CCTV-based enforcement under Integrated Command and Control Centre of Patna Smart City project. Most violations pertain to riding two-wheelers without helmets.
Around 7,000 challans involving compoundable offences were disposed of under a one-time settlement amnesty scheme during National Lok Adalat held in Patna on May 10. Nearly 10,000 traffic violation cases were taken up during the exercise.
Traffic challan settlements accounted for nearly 60% of the 71,275 pre-litigation matters disposed of during the National Lok Adalat held across Bihar on May 10, generating revenue of Rs 6.58 crore out of the total settlement of Rs 159.44 crore, as per data sourced from the Bihar State Legal Services Authority.
Of the 42,535 pre-litigation traffic challans disposed of during the Lok Adalat, Patna and Banka accounted for around 10,000 cases each, while Muzaffarpur recorded a disposal of nearly 8,000 challans.
