PATNA, Aug. 24 -- Noted and habitual narcotics smugglers and peddlers involved in trading ganja, charas, opium, heroin, artificial tablets and synthetic drugs in the state will be identified and booked under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PIT-NDPS) Act, those have been recently been released from jail and are suspected to be involved in illegal activities. At the state level, five dozen such drug smugglers and peddlers associated with the drug trade have been identified and twelve of them have been sent back to jail. All district SPs have been asked to identify new gangs of drug smugglers and take stern action against them. After a meeting with senior police officers at the police headquarters under the chairmanship of DGP Vinay Kumar, Additional Director General, prohibition and state Narcotics Control Bureau (PSNCB) Nirmal Kumar Azad has issued detailed guidelines to the SSPs and SPs of the districts. A team of senior officials of the Central Narcotics Control Bureau (NCB) led by DG Vineet Vinayak also held a meeting with the senior officials of police headquarters on the drug menace. The PSNCB identified some hot spots like West Champaran, East Champaran, Sitamarhi, Madhubani, Supaul, Araria and Kishanganj districts of Indo-Nepal borders besides Patna, Muzaffarpur and Vaishali. The ADG of PSNCB asked the district SPs to increase technical surveillance, quality investigations and financial investigations against the drug mafias at the police station level and take strict action like property attachments drive against them. Instructions have also been given to SPs conduct a speedy trial against past history sheeter and habitual narcotics smugglers. The ADG told HT that Manas Helpline (1933) is being organised by the Narcotics Control Bureau to complain about drug smugglers and those involved in illegal activities. On an average, 400-500 complaints are receive on the Manas Helpline. The PSNCB has directed the districts officials to take action after physical verification of these complaints from the SHO level within 24 hours. The report of action taken report should be conveyed to the headquarters. In view of the increasing complaints against drugs, a control room is also being constituted at the state level. The ADG further said that drug rehabilitation centres in the state will also be reviewed. Whether these drug rehabilitation centres are working properly or not, how the drug addicts coming there are being treated.
