MOTIHARI, Aug. 31 -- A rift within the ruling National Democratic Alliance (NDA) surfaced on Sunday after Union minister and former Bihar chief minister Jitan Ram Manjhi sharpened his attack on his cabinet colleague Chirag Paswan, describing him as a "man born with a gold spoon", while stoutly backing sub-categorisation of Scheduled Caste (SC) reservations in the large interest of the marginalised people. Addressing a gathering at "Garib Chaupal" programme organised at Motihari, Manjhi argued that a separate quota for the most deprived sections among SCs would ensure that the benefits of reservation reach those who need them most. "Those who do not honour the Supreme Court's directives have no reason to stay on constitutional position... There is little reason why there should not be sub-categorisation in the SC quota in Bihar, if it has been practiced in few statement in light of direction passed by supreme court. Those who do not favour the sub-categorisation are born with a gold spoon in mouth. People like me have struggled hard and faced the hardship. He is talking about the people who are advantageous lot (reads in SC)," said Manjhi, union minister of Micro, Small and Medium Enterprises without name Chirag Paswan, a minister of Food Processing Industries in Modi government. Manjhi's remarks came amid an escalating war of words between him and Paswan over the issue of reservation. While Paswan has opposed sub-categorisation, arguing that it could divide the Dalit community, Manjhi has supported the same. During his speech, Manjhi demanded the setting up of commission to examine the status of reservation benefits among the schedule caste. He said states like Karnataka, Andhra Pradesh, Tamil Nadu, Haryana and Punjab have sub-categorised in light of the direction passed by supreme Court. "Before sub-categorisation in Punjab, seven to eight castes accounted for 95 per cent representation in Class 1 jobs. After sub-categorisation, representation of marginalised groups improved substantially, to 55 per cent," he said. The growing feud over the matter has turned into an open confrontation between the two NDA allies namely Lok Janshakti Party (Ram Vilas) of Chirag Paswan and Manjhi's HAM (S) with both leaders demanding each other's resignation over their divergent positions on reservation policy....
