PATNA, Sept. 13 -- Bihar Lok Bhavan has constituted a high-level committee to suggest reforms in the recruitment process for assistant professors in state universities, which has been mired in controversies, leading to hundreds of court cases. The Lok Bhawan has constituted the committee in pursuance of the agreement reached between the Governor and the fasting students agitating under the banner of 'All Ph.D. Holders and Research Association' on August 24, 2026. The committee, as per the Lok Bhawan notification issued by Dipak Kumar Singh, additional chief secretary to the Governor, will examine the existing system of recruitment of assistant professors and suggest comprehensive reforms in their recruitment process for the state universities of Bihar. The committee comprises Amarjit Sinha, IAS (Retd), Sanjay Kumar, IAS (Retd), both of whom served as principal secretary of the education department in Bihar before moving to Delhi on Central deputation, eminent academicians Padma Shri Prof HC Verma (Retd) and Dr PK Roy (Retd), Sanjay Kumar, IAS, Additional Secretary (University), Governor's Secretariat, will serve as Member Secretary of the committee. The committee will look into various aspects of the process of recruitment of assistant professors, including age, eligibility criteria, nature of examination and interview, relative weightage of different parameters, the issues involving guest lectures and other related aspects. The points mentioned in the agreement reached between the Governor and the agitating students on August 24, 2026 will constitute the primary basis for the mandate of the committee. The agreement included the demand for necessary changes in the statute for the recruitment of assistant professors in the state universities before any fresh appointment and constitution of a committee comprising experts to look into various aspects, viz. age, research, objective type test, calculation of points for merit list, guest teachers' issues etc. The committee may also call for information, data, records and documents from the universities, goverment departments, statutory bodies and other institutions and invite written suggestions and representations from stakeholders and experts. It may also consult Vice- Chancellors, senior academicians, subject experts, administrators and other persons whose views may help the committee in in its functioning. The committee shall submit its report containing its findings and specific, actionable recommendations to Bihar Lok Bhawan within 90 days from the date of issue of this notification....
