Jamshedpur, June 14 -- Jharkhand Governor Santosh Kumar Gangwar has assured to write to CM Hemant Soren for his immediate intervention into no clean drinking water, Forest Rights Act (FRA) lease of forest land and alleged irregularities in district mineral foundation trust (DMFT) fund in Saranda Forests of West Singhbhum, people close to the matter said. "We met Governor Santosh Gangwar ji on Friday and submitted our detailed charter of demand for a judicial probe under a sitting or retired HC judge into the large scale irregularities in schemes being executed under the DMFT fund which was Rs.3,344 crore till August 2025. We have also drawn the attention of the Governor, custodian of tribals in schedule 5 area, towards the fact that people living 30 forest villages inside Saranda have still not got FRA lease paper and without any information from the district administration whether their FRA applications have been still pending or rejected," Sushil Barla, district president of the Bharat Adivasi Party (BAP), told HT on Saturday. Under FRA-2006, people living in the forest villager prior to 2005 are to be given forestland leased in their names. A 5-member BAP delegation led by Sushil Barla, Benedict Lugun and Machwa Champia met the Jharkhand Governor in Ranchi on Friday. "The Governor was shocked to find the ground situation. He assured us that he will write to the CM for latter's immediate intervention and action for judicial probe into DMFT irregularities," Barla asserted. "So pathetic is the implementation of FRA that 416 families in 14 forest villages have been provided FRA land leased in last 20 years since FRA-2006 was enacted and implemented in the country. There are 30 forest villages where people have been living between 1980 and 2005, the cut-off date for getting FRA land leases, who are still to get FRA land leases," he said. According to RTI reply tovBarla's application, the district administration stated that piped clean drinking water is being supplied to the 1196 families Lycore panchayat in Manoharpur Block. "But there is no clean drinking water supply in not just Lycore but eight of the nine villages in Manoharpur Block which were to be supplied piped drinking water through a Rs.1.20 crore water tower at Hakagui village under Dimbuli panchayat. Water was to be supplied to Hakagui, Tenda, Tumsai, Dimbuli, Arobakocha, Kamarbera, Hukurdih and Doutumba villages. No piped drinking water availabile in these villages as of now. 95% of the fund has been withdrawn of the Rs.53.72 crore project in which Rs.11.60 crore was from DMFT," BAP has alleged in their memorandum....
