j'khand: 4 cops suspended as anger mounts over karni sena leader's murder
JAMSHEDPUR, July 1 -- Four police officers, including the Bistupur police station (PS) officer-in-charge (OC), have been suspended and the Double Down (DD) Bar & Cafe has been sealed for a murderous chopper attack on two youths in front of police that left Karni Sena Adityapur Youth Wing chief Himanshu Singh dead and his friend Pratyush Anand battling for life in a Kolkata hospital, officials said on Tuesday.
"The Bistupur PS OC Aloke Kumar Dubey had been suspended with immediate effect holding him accountable for the lapses in the DD Bar attack on Saturday night. Inspector Niranjan Kumar has been made the new Bistupur OC. The CCTV footage of the incident showed that the incident happened in front of the patrolling police party which could have been prevented and stopped by prompt and judicious action. But the police personnel present showed slackness. After verification of the CCTV footage and on the basis of the internal inquiry by CCR DSP Manoj Thakur, ASI Ratan Kumar Das, ASI Rajesh Kumar Ranjan and constable (913) Manoj Kumar have been suspended for their slackness, absence of quick response and lack of judicious decision making. They will report to headquarters and get only general livelihood allowance," Piyush Pandey, Jamshedpur Senior Superintendent police (SSP), said in an official statement on Tuesday.
The DD Bar outside of which the shocking incident happened was also sealed by the district excise department on Tuesday. The DD Bar is owned by BJP leader Neeraj Singh and Vijay Kumar is the co-owner. Both have been named in the FIR registered in the case against 10 named and one unnamed accused.
"As directed by the East Singhbhum DC Rajiv Ranjan, the DD Bar has been sealed and a 3-member inquiry team has been formed for investigating all aspects of the Bar, especially in the light of allegations of several such violent incidents involving it earlier too. Excise inspector and two excise sub-inspectors are in the team," Arun Kumar Mishra, Jamshedpur assistant excise commissioner, said.
The series of actions came after violent protests by family members, Karni Sena workers, people from all walks of life as the news of Himanshu Singh's death late Monday evening spread like wildfire.
The angry crowd sat on Dharna, blocked roads from Tata Main Hospital (TMH) to Bistupur PS and Bistupur main roundabout late Monday night, bringing traffic on all five roads to standstill. When a large contingent of police force led by city SP Lalit Meena and CCR DSP Manoj Thakur reached the spot and tried to pacify the crowd, the angry people pelted stones on police, vandalised city SP's vehicle, PCR patrolling vehicles. The pandemonium continued for over six hours till almost Tuesday.
Jharkhand ADG (CID) Manoj Kaushik came running to Jamshedpur on Tuesday after the chief minister (CM) Hemant Soren and DGP Tadasha Mishra took cognizance of the turmoil and escalating anger in Jamshedpur. Kaushik was reviewing the situation and lapses on the part of the police as also ongoing investigation and effective actions needed.
Himanshu Singh, a resident of Hariom Nagar in Adityapur, died in the TMH late Monday evening, triggering the angry backlash by the people against the police.
The CCTV footage of the incident, which went viral, put the Jamshedpur police in the dock as it clearly showed that the 10-12 assailants stabbed Pratyush Anand and Himanshu Singh in front of the police. Worse, Himanshu was dragged out of the police patrolling van and stabbed seven times.
In the CCTV footage, a police personnel was even seen catching hold of Sonu Mandal but Raj Lohar continued to hit Pratyush lying in a pool of blood. The police didn't even take the injured to the hospital and later relatives and friends shifted both the injured to TMH.
Mohit Singh, friend of the injured youths, told the media that a group of youths were teasing and harrassing girls inside the DD bar around 11.30 pm on Saturday when Pratyush and Himanshu mediated and the matter was settled.
"When they were bringing out their motorcycle to return home, a group of 8-10 assailants came from Gamharia area under the Seraikela-Kharsawan district and attacked them with choppers and other sharp weapons in front of the police. We later shifted Pratyush and Himanshu to TMH," said Mohit.
Police have registered an FIR against 11 persons, including a bar owner and co-owner, and arrested two assailants in the chopper attack on two Adityapur resident youths in front of the police on Saturday midnight outside Double Down (DD) lounge bar under the Bistupur police station (PS).
One of the injured Pratyush Anand, with stabbing wounds on his stomach, chest and back, was taken to a Kolkata hospital by air-ambulance late Sunday night. He too was battling for his life in a critical condition. Pratyush, also a resident of Adityapur, is nephew of prominent builder Chandan Singh.
"Two of the assailants Sonu Lohar alias Sonu Mandal and Raj Lohar have been arrested. Sonu, being injured, was undergoing treatment in the Mahatma Gandhi Memorial Medical College Hospital (MGMMCH). An FIR has been registered against Sonu Lohar alias Sonu Mandal, Viswanath Mandal, Rahul, Raj Lohar, Amit Lohar, Arjun Lohar, Ganesh Lohar, Lakhan Mardi and DD bar owner cum BJP leader Neeraj Singh and bar co-owner Vijay Kumar and one unknown assistant. CCTV footage of the incident are being examined and further action will be taken based on it. Further investigation is ongoing," Lalit Meena, Jamshedpur city superintendent of police (SP), said
The FIR was, however, been registered on the basis of a complaint by Arvind Singh, father of injured Himanshu Singh, under section 115(2), 117(2), 118(2), 191(3), 190, 352, 351(3), 61(2), 109(1), 132, 121(1), 121(2) and 3(5) of the Bharatiya Nyay Sanhita (BNS) on Monday.
"Now a section for murder has been added in the FIR. Raids are ongoing and all the remaining named and unnamed accused will be arrested shortly. The assailants have challenged the police as well, none will be spared and made to face the full wrath of the law," Manoj Thakur, CCR DSP said.
Meanwhile, Karni Sena Jamshedpur district president Mohit Singh and state secretary Kamlesh Singh have demanded immediate arresting of the assailants still at large. "The attack happened and continued in the presence of the police and Himanshu was dragged out of the police van and stabbed repeatedly. Action should be taken against such police personnel and officers who did nothing to stop the assailants," Kamlesh Singh said....
