HC monitoring of CBI probe into doctors' appointment sought
PATNA, June 2 -- Social activist and Patna high court lawyer Satyendra Kumar recently wrote to the President of India seeking judicial monitoring of the CBI probe into alleged irregularities in appointments made under the other backward classes (OBC) quota at the All India Institute of Medical Sciences (AIIMS), Patna, during 2023-24.
Addressing mediapersons in Patna recently, Kumar expressed dissatisfaction over the pace of the investigation, alleging that the Central Bureau of Investigation (CBI) had made little progress since registering an FIR on August 4, 2025.
The FIR named two former AIIMS-Patna doctors - Dr Kumar Harsheet Raj and Dr Kumar Siddharth - as accused in the case. Dr Raj is the son of Dr Bindey Kumar, professor of paediatric surgery at AIIMS-Patna and currently serving on lien as director of the Indira Gandhi Institute of Medical Sciences (IGIMS), while Dr Siddharth is the son of former AIIMS-Patna dean Dr Prem Kumar.
Lawyer Kumar alleged that despite the FIR being lodged nearly nine months ago, the CBI had not named the fathers of the two doctors as accused. He claimed they should have been investigated for allegedly furnishing false income declarations to obtain OBC non-creamy layer certificates for their children from the Patna Sadar sub-divisional office in 2023.
The lawyer also questioned Dr Bindey Kumar's continuation as IGIMS director, alleging that the Centre had extended his lien for another year on the Bihar government's recommendation despite the ongoing controversy. He further pointed out that Dr Kumar had additionally been given charge as vice-chancellor of the Bihar University of Health Sciences, which oversees examinations of medical colleges across the state except Central institutions.
Lawyer Kumar further alleged irregularities in the second professional MBBS supplementary examination, 2025, conducted at IGIMS. He claimed that despite an internal inquiry committee reportedly finding prima facie evidence of malpractice and recommending a police investigation, the institute had not lodged an FIR in the matter. Referring to another recent controversy involving IGIMS, Kumar said the institute had filed an FIR against four outsourced employees in connection with the alleged embezzlement of Rs 45 lakh under the Ayushman Bharat scheme. He alleged that the absence of police action in the MBBS examination case pointed towards possible complicity at higher levels of the administration.
