PATNA, Aug. 31 -- Bihar's Chancellor's secretariat is set to amend the statute to remove the clause that made their tenure co-terminus with the recommending vice-chancellors of universities. The statute, approved last year during the term of former Governor Arif Mohammad Khan, made VCs the recommending authority for registrars, whose term coincided with that of VCs. According to a senior official in the Chancellor's secretariat, this clause would be removed to give the registrars their freedom and fixed three-year tenure irrespective of who held the position of VCs and for how long, as was the case earlier. After last year's amendment in the statute, the VCs of the respective universities shortlist a panel of three names and the Chancellor approves one from the list for the post of Registrar. The parent Bihar State Universities Act, 1976, governing universities, empowers Chancellor to appoint registrar, but there have been frequent experiments with it. In May 2025, through a notification, the Lok Bhawan had approved the statutes containing the terms and conditions for appointment of financial advisor, registrars and finance officers in the Universities of Bihar. This superseded the statutes promulgated in 2010. In a first, when former governor-cum-Chancellor of universities in Bihar late Satya Pal Malik had appointed retired Brigadier and Colonel-rank officers as registrars in 10 universities in 2018, it was viewed as an attempt to streamline state's beleaguered higher education system with discipline of the forces. Many went to the extent of dubbing it as 'military rule in Bihar's universities'. However, that also did not work and some of the registrars had to be removed within a few months due to lack of compatibility and VCs lodging complaints with the Chancellor's office. With time, the practice of having retired early officers was done away with. "The required changes in the statutes will be made next month. As far as registrars are concerned, the changes are against the provisions laid down in the university Acts. The process for the appointment of financial advisors, registrars and finance officers in the universities will be laid down to streamline the system," said a Raj Bhawan official....
