PATNA, May 14 -- Bihar's Lok Bhawan has sought a panel of five eminent academicians with high moral values and excellent academic qualifications for nomination as the nominated member of the Chancellor in the Principal Transfer Committee of the respective universities from the state universities. The enrolment of the present members nominated by the VCs in the committee of the Universities has been withdrawn by the order of Governor Lt Gen (Rtd) Syed Ata Hasnain with effect from May 15, 2026, necessitating fresh nominations. "All the VCs have been directed to provide a panel of five eminent academicians with high moral values and excellent academic qualifications for nomination as the nominated member of the Chancellor in the Principal Transfer Committee of their respective universities. The recommended persons should have substantial experience in administrative work in universities or higher educational institutions," says the Chancellor's secretariat letter. The VCs have been asked to send the complete biography and relevant certificates of the proposed persons to the Governor's Secretariat in the prescribed format at the earliest so that it can be considered by the Chancellor. At the same time, they have also been asked to ensure that no matter relating to vigilance or disciplinary action is pending against the recommended persons and they are not employed in any position that is likely to cause conflict of interest. The transfer and posting of principals has always been a high-stake matter in Bihar. Last year, it had landed in controversy after the then Chancellor Arif Mohammad Khan proposed a "lottery system" for posting of principals recommended by the BSUSC citing "pulls and pressure". The matter had also landed in the Patna High Court and the process could be completed only after the petitions were withdrawn, as the court had put under abeyance the Raj Bhawan's notification for posting of principals in the constituent colleges of Bihar through lottery. In 2024, he had also served show-cause to the then Pataliputra University VC RK Singh over for alleged lapses in the posting of juniors as principals-in-charge in three colleges....
