PATNA, May 30 -- Bihar Governor Lt Gen (Rtd.) Syed Ata Hasnain on Friday reviewed the contentious recruitment of assistant professors, which has landed in the Patna High Court and led to cancellation of several recommendations of the Bihar state University Service Commission (BSUSC). The Governor directed for constitution of a committee to study various criteria related to appointment of assistant professors in other states, such as related acts, selection process, methods of selection, age limit of candidates etc. so that innovations of other states could be adopted in Bihar also. A detailed presentation of the process adopted by the BSUSC for recruitment was made before the Governor, who is also the Chancellor of universities. The Governor directed the officials to ensure necessary improvement in the process so that it could be completed transparently in a time-bound manner without controversies for quality intake of assistant professors. The recruitment process that has gone on for over five and half years had faced several judicial interventions due to a number of anomalies even before the issue of forged experience certificates and arbitrary marking on research papers surfaced. The Governor also directed to complete the verification of certificates for the joining assistant professors at the earliest and said that the responsibility would be of the appointment authority, i.e. the Vice-Chancellor. With many universities reporting forged or untraceable documents of several years ago from institutions, the joining of a large number of candidates has remained stuck while others have been allowed joining often furnishing affidavit, raising questions over the process. The BSUSC and the universities have been hitherto shifting blame. It was detected that many candidates provided teaching experience certificate without fulfilling the mandatory minimum criteria or from ghosting institutions. Even Class-3 employees availed marks on teaching experience at a different place simultaneously, while the institutions failed to provide supporting documents. There are still others who furnished experience certificates for the period when they did not possess the desired qualification for the job or had not been made any payment. Additional Chief secretary to the Governor Dipak Kumar Singh, BSUSC chairman Girish Choudhary, higher education secretary Rajiv Raushan and several other officials were present at the review meeting. The Governor also directed the officials to ensure implementation of uniform academic and examination calendar in all universities.
