FIR, show-cause notice against Gopalganj CO over 'land mafia links'
Patna, April 12 -- An FIR has been registered against the circle officer (CO) of Siddhwalia block in Bihar's Gopalganj district for allegedly colluding with a criminal for "personal gains", after her audio conversation with a criminal was widely circulated on social media, police said Saturday.
In the purported two-year-old audio, land mafia Ranjan Yadav, carrying a reward of Rs.10,000 on his head, discussed the issue of Anganwadi centre on government land with CO Priti Lata. District magistrate (DM) Pawan Kumar Sinha said that Lata was giving the proposal to build an anganwadi centre on government land to the land mafia, along with the remaining land. Yadav also urged her to protect and help him.
Sinha said, "It is a very serious offence for a government official to be in touch with a fugitive criminal. It is the prime responsibility of the CO to protect state land, but Lata tried to harm the government property by colluding with a criminal to fulfil her personal gain. This is in direct contravention of rule 3 of the Code of Conduct, 1973. The official's role tarnishes the image of the government, on which strict action is necessary."
The DM ordered departmental action by issuing a 'show-cause notice' to the CO. The administration is investigating the matter and further action is underway. Notably, Yadav has been on the run for the past six months in connection with the murder of Gopalganj criminal Suresh Yadav in Howrah (West Bengal). The West Bengal Police is also looking for him. Gopalganj SP Vinay Tiwari had announced a reward of Rs.10,000 on his arrest.
SP Tiwari said that the case was registered under BNS sections 61(2) (criminal conspiracy), 201 (misuse of power in documentation), 316(5) (criminal breach of trust by a public servant), 198 (public servant knowingly acting against legal procedures to harm someone), 318(4) (cheating and dishonestly inducing the delivery of property) and section 27 of the IT Act.
The audio clip will be sent for forensic testing, police officers said.
Over 1,000 COs and revenue officers in Bihar have been on strike since March....
