Boost for start-ups: Bihar CM disbursesRs.150-cr to 7,136 budding entrepreneurs
PATNA, Oct. 9 -- Chief minister Samrat Chaudhary on Thursday transferred Rs.150 crore to 7,136 aspiring entrepreneurs as part of the Bihar MSME Policy 2026 under the Mukhyamantri Udyami Yojana.
Speaking during a one-day orientation and disbursement programme held at the Bapu Sabhaghar after disbursing the first instalment of Rs.2 lakh each directly into their bank accounts to kick-start their startups and business projects, Choudhary said that the state has a target of making one crore entrepreneurs to transform the state economy.
The CM also laid down the state's plan to encourage local entrepreneurs by providing not just financial assistance but also a market for their produce, which would change the picture of Bihar's economy and industry by the 2030 assembly elections. Many beneficiaries of the Udyami scheme were present at the function.
Maintaining that If the entrepreneur of Bihar produces steel, cloth or other raw materials and meet the fixed standards, the government will give them preference in purchases in keeping with the Bihar Purchase Preference (Amendment) Policy, 2026 to strengthen state-based manufacturing firms, Micro and Small Enterprises (MSEs), and start-ups in government procurement.
Choudhary said that 45,000 entrepreneurs were being developed under the Micro, Small and Medium Enterprises (MSME) scheme, for which the state government was spending Rs.3,500 crore.
Of the 45,000 beneficiaries, 14,000 would be from Scheduled Caste and Scheduled Tribe communities, 10,000 from Extremely Backward Classes, 9,500 women, 9,000 youths and 2,500 from minority communities, he said.
"The state government will purchase 25-40% of the goods produced in Bihar. The fate of Bihar has to change in the next five years. We all have to work together to achieve the objective. The government is working at multiple levels. In the next one year, all agricultural feeders will be solarised, which will save the state Rs.5,000-crore," he added.
Under the Mukhyamantri Udyami Yojana, an assistance of Rs.10 lakh will be provided across different communities.
The main objective of this scheme is to encourage youth and women to engage in self-employment and startups. This includes interest-free loans up to Rs.5 lakh.
Choudhary said that the Centre had allocated Rs.10,000 crore for the MSME sector, of which Bihar was expected to receive at least one-tenth.
The CM said that the state government was committed to transforming Bihar to take development to the next level, as the previous Nitish government had done all the basics.
"Now the focus is on reversing migration -- be it for jobs or education. We have already started a large number of schools and colleges for quality education, while Bihar has significantly expanded its land acquisition and policy framework to promote industrial growth.
